I just got a used Epiphone Sheraton. A semi hollow body guitar with a two humbucker, 2 tone, 2 volume configuration. The previous owner switched out the stock pick ups with Seymour Duncan. Here are my issues. 1) The output from the pick ups is low - much less than my Strat. I have to crank my amp much more that I should. 2) Turning down the Tone reduces the volume (turning down the volume also reduces the volume!). 3) There seems to be a lot of buzz especially from the bridge position pickup. The pick ups were wired in by cutting the old pick up wire and soldering black to the old inner wire and green and bare to the old wire's insulation. This seems like it should have worked to me but there is obviously something wrong. Can't tell you the capacitors etc because it's all inside and I am afraid I wouldn't be able to get the wire's back in if I pull them out! ANY ideas?

Welcome to GuitarNuts2.
unless your tone controls are wired incorrectly, or your tone cap(s) is/are shorted, the only thing i can imagine, that would cause them to as volume controls would be a capacitive coupling in the pickups.
JohnH had a similar problem with a pickup where he lost continuity.
i doubt that if you didn't have the red and white connected together on those SD HBs, you would get much of an output at all.
you didn't mention if they are connected, so i'll ask.
having the pickups adjusted too low will cause a weak output, but shouldn't make the tone controls act like volume controls.
measure the resistance at the output (connect a cable to the guitar and measure between the tip and shield of the other end).
with the volumes and tones at 10, is the resistance about 10k with one pickup selected, and about 5k with both selected? (normal)
or is it more like 500k with one pickup selected, and 250k with both selected?
when you turn the tone controls to zero, does the resistance at the output decrease? (abnormal)
