Not too sure where to post this.... but. I have an old tube checker that using an old battery 45v Radio type. 550mah to .8v cell 25ma continuos drain. Geez these things are 25 bucks to replace..... can i make one?? With abunch of 9v cells

Yes, you can connect 5 9vDC batteries together in series, that will give you the correct voltage. However, the current draw of both the tester, and the tube under test, is not exactly "low". I suspect that this "make-shift" battery will be drained pretty quickly. In that case, consider using rechargables.
