I believe they are called pickup mounting rings: Stew-Mac Website although some companies call these bezels.
I imagine they are angled because the strings from the bridge to the 22nd (or 21st fret) have a slightly downward angle. I think both pickups should be angled slightly toward the neck AND the mounting rings (if angled) should have the lower part toward the neck.
If your guitar is a Les Paul or Les Paul style, then the mounting rings need to be angled to componsate for the angle of the strings across the body to the tuning pegs because the neck is tilted back about 2-3 degrees. The high part of the rings should be pointing towards the bridge. Yours are the right way.
