Have you considered something like a 5 way super switch or similar. Is this a typical telecaster? Pictures
The pickup set is this?

For instance, for me 'noiseless' is important tnad 'splitting' is often asking for noise and SC sized HBs can some times not be the greatest. Another thing to consider is that often high powred pups 'parallel' really well and sound very much like the 'split' and is still noiseless.
You might consider some of the options and maybe even do something very different and 'custom'...
My tele can be found here...
guitarnuts2.proboards.com/thread/5318/blueteleful-kahler-sustainer-teleSome of the things I considered was placing the volume to the front, an easy to use 3-way gibson like selector and a push pull volume for a phase. I tried a HOoP in it like my strat but prefered the full phase with these pups. The middle control and back switch is for the sustainer and the tone control is standard with the battery under. The whole thing was able to fit in the standard tiny tele cavity.
All positions are noiesless and although has an HB in the bridge, a very 'bright' sounding guitar.
Anyway...something to think about perhaps and a super switch can do some amazing things and adding a push-pull or two can expand things even further...my strat 'looks stock' and yet has dozens of pickup combinations with creative use of a superswitch...I'm sure there are people here that are betterthan I to devise schemes, but perhaps look at some of the options for a 2XHB like an LP or a 'superstrat' and ignore the middle pup (on my strat the middle pup alone is the only option not available)...
guitarnuts2.proboards.com/thread/5413/mahogany-hss-contemporary-strat This one in the gallery uses a superswitch and a push pull...
neck, neck and bridge series, neck and bridge parallel, bridge, bridge straight to jack (solo tone) ... push pull pot for tone cap: .022uf with it down, .1uf with it pulled up
I'm sure with twin HBs you can look at other options...
