Hello, I've modified a Phostenix wiring scheme as below; My objective with this wiring scheme is to have both tone pots selected when both pickups are in the "ON" position (parallel), the neck tone pot active when the neck pickup is selected, and the bridge tone pot selected when either the bridge pickup is selected. When both pickup switches are in the OFF position (both on in series) I want only the bridge tone pot acting on the circuit. The phase switch should have no effect on the tone pot selection. Is this wiring correct?

Sorry, but I do see one problem here. But I do have to give you good marks for curing the hanging hot issue - good going on that score.
Look as the Neck switch - in the On position, the lead from the phasing switch is jumpered across the two Common terminals. In effect, you've now shorted the tone control to ground at all times, rendering the control null and void. This is true for Neck On and Both On, sorry to have to say.
Fix that issue, and I think you'll have a winner.

That'll get the job done!
You might want to dress it up a bit (show all three controls and the output jack, label the pups, throw in a truth table as part of the diagram), and post it in the Complete Schematics sub-Forum. I think getting both series and parallel out of a pair of bone-stock switches, with meaningful tone control, is a great idea.
