No, SG is not saying that the isolation cap affects the tone. He is refering to an idea someone had to try to make a "safety cable" by adding a safety capacitor to a guitar cable. This would indeed affect tone because the capacitor would be in series with the signal from the guitar, in the same way a longer cable affects tone.
The thread that D2o linked to about "Chattanoga" contains a better explication than I could ever give, suffice it to say there is a difference between that scenario and your safety cap.

Putting the iso cap in series with the entire guitar "ground" path would actually affect tone in exactly the opposite manner as a longer cable. The capacitance in a cable is between the two conductors, and therefore in parallel with the signal. This acts as a lowpass filter, rolling off treble frequencies. A capacitor in series with the signal will act as a highpass filter, reducing low frequencies. I've got some things I want to talk about in this regard, but I don't have time now. Anyway, since that starts to get even further away from the point of this thread I think I'll take it someplace else. I'll drop a link here when I get it typed up. ange, you had everything fine a couple pages ago. ChrisK recently PM'd me, and hope he doesn't mind my quoting him here re: the isolation cap. I agree in general with this statement, but... Actually, I think that Mr. Atchley's idea with the iso cap has nothing to do with 60 (or 50) cycle wall current which might leak through. This capacitor is specifically meant to block a deadly amount of DC voltage which might possibly be placed across the amp chassis in the case that an old, poorly maintained tube amp should fail in a particular (and not very common) fashion.
