As of May 7th, 2019, the original link is still a non-starter, and the second post (from Monkey Hotel) now has only one link left alive: the one that goes to tpub.com is still good. The others go off to la-la land, sorry to say. Fortunately, the material has been archived in The Wayback Machine - go here: web.archive.org/web/20090506090942/www.tech-systems-labs.com/navy.htm

sumgai, I know you aren’t here anymore 😔, but the PDFs from your archive link download at 11kb each… so either those files are lost OR I’m not using a phone correctly.

the PDFs from your archive link download at 11kb each… so either those files are lost OR I’m not using a phone correctly. The files are still there. The Wayback Machine wraps all its archives with its own HTML which gives the header at the top of the page, this also applies to files which were originally direct download links which is an intermittently annoying practice. By the looks of the file size it is one of these HTML wrappers that you're downloading. Either: your phone's browser is doing something weird where it's seeing that the URL ends with ".pdf" and automatically deciding to download whatever response it gets, I don't have a suggestion other than trying a different mobile browser (for me the links work fine on Android with both Vivaldi & Firefox) or a PC; alternatively you're actively selecting "Download Link" (or whatever is your mobile browser's alternative is) which you shouldn't, you'll need to visit each page individually.
