Heres my thought...I have a U shaped neck, and a 7.25 radius on my maple fretboard.. I want a slightly slimmer neck and a 12" radius fretboard. Can I take this neck to a luthier and have him do all of that?...Would it cost too much? I have no experience in neck repairs, so this may sound like a silly question to those in the know!

To me, it seems like it would be feasible, but I shudder to think of the prices a luthier would charge you to do that. Chances are you could drop an equal amount of cash on a brand new neck from say, Warmoth or the like, to your specifications with a wide array of bells and whistles available to you.
But don't take my word for it! Do your shopping first and find out which will tear the smallest hole in your pocket.

Warmoth, Carvin, USA Custom... All would be cheaper than having a luthier mod a neck.

New neck is in order if your heart's set on the 12" radius. The neck could be slimmed down, but going from 7" to 12" is impossible without building up the outside edges.
Then again, if you're really intent on modding what you have let me know - I'll cut you a deal and only charge you a bazillion $$!
Seriously - get a new neck with the features you want. No reputable luthier would even agree to do the radius conversion you want.

i can understand wanting to go to a c-shape from a u-shape, but i don't understand wanting a 12" radius. that seems too flat IMHO, unless you play a lot of slide. to my way of thinking smaller radius = greater comfort.

It's all a taste thing. I prefer the "shredder" radii - 15" or 16" if I have to have a straight one. But my fave is the warmoth compound radius, which goes from 10" to 16".
12" is pretty "middle of the road" - I never heard it called "too flat" before.

i like those rather-flat radius. never read the specs, but Ibanez Wizard necks are the perfect neck for me.
