Necks on eBay can be a hit or miss. I bought two necks, one needing a bit of work, and one roughed in requiring me to perform the final shaping and fretwork.
Based on what I paid for them, $54.00 for the bubinga\granadillo fixable one and $35.00 for the solid one piece maple roughed in one I'm happy. I have read horror stories.
In regards to this particular company and their necks I have no clue one way of the other. They're probably imports, and the quality is something you will have to review once you have it in your hands.
You will have to install your own locking nut to this neck, based on the description.
The most repeated complaints about Internet neck purchases are the straightness of the neck and and quality of the fretwork.
In my mind, for $80.00 plus the $15.00 shipping you're at the high end of no-name imported necks...but that's just me. Double that from any domestic neck manufacturer and you've got some recourse, generally, if the neck is bad and a much better shot at getting a quality piece of equipment.
And for that kind of money, you can pick up a project neck where you know you'll be doing the work for a lot less. It just depends on whether you plan on doing the work yourself...or find out later you'll be doing the work yourself...
Either way, there is no such thing as an "out of the box" replacement neck. If they market it that way they're lying, and if you believe that, you'll learn.

Well I found some project necks but what I really liked about this one was the maple fretboard and the inlays. I assumed that it was an import, but I've never bought a neck by itself before so I was unsure of the overall quality.
