can I wire a push/pull to have the coil split in the down pos and buck in the up pos

Sure can. Just reverse the wiring on the switch, sort of... I'd imagine someone will be along shortly with a more knowledgeable answer, but it can be done.
The dean I just finished wiring up has phase reversal on a push/pull and I accidentally wired it backwards... I kinda like it this way, though.

Whatever is wired to the top 2 lugs gets wired to the bottom lugs, and vice versa. As our friend used to say: "Done is".
