Hi All, my first post.
I am putting together a Tele from parts and have a scratchplate with mounting holes for the neck pickup. When I install the pickup, should the rubber tubes go between the scratchplate and the pickup so the height is adjusted relative to the scratchplate or should the tubes go under the pickup and the screws mount into the wooden body.
Thanks in advance.

We have several members from down-under, including one we are all very proud to know, JohnH. I think you're going to enjoy being here. The tubes and/or springs mount between the backside of the scratchplate and top of the pickup flange, so it's "plan-A" according to your description.
