One way to get a member's attention is to tag them in a post. If the member has the notification setting 'when someone tags you' checked they will receive a notification that they were tagged. Tags can also be used as a simple way to identify a specific member you are talking about or to create a link to a member's profile.

You might employ this to cue someone who's knowledgeable on the subject or will probably be interested.
Why not PM? PMs are useful if you need to add context. But you'll need to send the user a link to the thread you want him to view. Tagging is an efficient way to draw attention without cluttering the inbox, if a simple 'please look at this' gets the job done.
