Quoting and Liking are the others but they have additional functions. Tagging simply causes a notification, drawing a users attention to a thread. It leaves a trace in your post which might look like this reTrEaD . You might employ this to cue someone who's knowledgeable on the subject or will probably be interested. Why not PM?
PMs are useful if you need to add context. But you'll need to send the user a link to the thread you want him to view. Tagging is an efficient way to draw attention without cluttering the inbox, if a simple 'please look at this' gets the job done. Click this icon in the editor tools and a dropdown will appear. As you type, a list of users will appear and the list will be filtered down as you continue typing. When you see the desired user's name, click on it. The software will automagically enter something that looks like this, into your post. @retread That's it. When you submit the post, the notification will be sent.
